A secular state and a religiously diverse society can exist together. This chapter distinguishes public institutions from personal belief, then follows changes in religion’s place in Swedish society and the presence of different faith communities.
Keep three ideas separate: the state’s impartiality, a person’s freedom of religion and secularisation as a social change. None of them tells you what an individual believes simply from their background.

What applies to an adult in Sweden who wants to belong to no faith community?
They may belong to no faith community. Nobody is obliged to belong to a faith community. Freedom of religion also protects people who want no religious affiliation.

How does the Instrument of Government protect religious practice in Sweden?
Both individually and together with others. The Instrument of Government protects the freedom to practise religion alone or with others against interference by public authorities. This protection applies to everyone, not just members of a particular faith community.

A case officer and an applicant share a religion. How should the officer assess the application?
Use the same objective criteria as for others. Public authorities must act objectively and impartially. A shared religion must lead neither to an advantage nor to a stricter assessment.

Religion’s influence over society decreases. Secularisation concerns religion having less influence over society or people’s lives. Religious diversity can increase at the same time, and people may still be believers.

What does non-confessional teaching mean in a Swedish municipal school?
It may teach about religion without practising a faith. Teaching should provide knowledge about religions and worldviews without being religious practice. In municipal schools, the non-confessional requirement applies to the whole educational provision.
