What this chapter covers

Follow welfare through different stages of life: education, healthcare, financial support and care. The chapter connects these services with taxation and the responsibilities of national agencies, regions and municipalities.

For each situation, ask what help is needed and which organisation handles it. A publicly funded service and a cash benefit are different kinds of support, and eligibility for a benefit still needs to be assessed.

  1. What does Swedish welfare include to provide residents with basic security?

  2. What revenue source underpins Sweden’s publicly funded welfare?

Taxes. Tax revenue funds much of the welfare system. This shares the cost of services such as education, healthcare and roads across society.

  3. What is the tax an employer deducts from an employee’s pay called?

Preliminary income tax. The employer normally deducts preliminary income tax and pays it to Skatteverket (the Swedish Tax Agency). Employer contributions are a separate payment by the employer.

  4. Which agency pays parental benefit and sickness benefit?

Försäkringskassan (Social Insurance Agency). Försäkringskassan assesses eligibility for these benefits and administers them. They are financial support, distinct from the healthcare that regions are responsible for.

  5. An adult has recurring non-urgent symptoms. Which clinic is normally the first contact?

The primary care centre. A primary care centre handles many common health problems. Staff assess symptoms and can refer the patient for other care when needed.

  6. Who is responsible for elder care even when a private company provides the help?
