What this chapter covers

Democracy is more than voting. This chapter connects free elections with the freedoms that let people debate, organise and question those in power. It also explores participation and the obstacles that can keep people outside public life.

When reading a situation, ask two things: can people influence the decision, and are their rights protected? This helps you distinguish majority rule from a system in which the majority can silence everyone else.

    Misleading information spread deliberately. Disinformation is spread to mislead. It may contain invented claims or genuine information taken out of context. It can create conflict and weaken trust in society.
