Permanent residence

Leaving Sweden: what happens to your residence permit

One notification keeps a permanent permit for a year abroad, two years only after a research or doctoral permit. What to file with Migrationsverket, Skatteverket and Försäkringskassan, and what a long absence does to the citizenship count.

The offer is in Amman, it starts in October, and the card in your wallet says permanent. Permanent describes the permit, not your absence. If you move from Sweden, Migrationsverket can revoke a permanent residence permit, and the thing that holds it open is a notification you post before you fly.

Which permit you hold decides everything

There are three situations and they behave differently, so start by naming yours.

A permanent residence permit survives an absence if you notify Migrationsverket first and come back inside the period that applies to you. Without the notification, moving from Sweden means the permit can be revoked and you apply again from abroad.

A time-limited permit is simpler and harsher. It runs until its end date wherever you are, and once it is no longer valid you need a new one before you can travel back. You must have a valid permit to re-enter, so an expiry abroad can leave you waiting there for a decision.

And there is a third thing that is not a permit at all: the period of habitual residence, hemvist, that Migrationsverket counts if you ever apply for citizenship. That count is affected by absences far shorter than a year.

What happens to your permit depends on which permit you hold

Your permit on the day you leave Sweden

  • Permanent permit, notification filed, away up to one yearPermit kept if you return and settle within the year
  • Permanent permit after a research or doctoral permit, notification filedUp to two years before it can be revoked
  • Permanent permit, notification filed, away more than one yearMigrationsverket can revoke it
  • Permanent permit, no notification, you move from SwedenRevoked; you apply again from abroad
  • Time-limited permit that expires while you are abroadNew permit must be granted before you travel back

One year, two years, and the form that says otherwise

The rule on the page is short. Submit a notification that you wish to keep the permanent residence permit, and you can leave Sweden for up to a year and still keep it. Away for more than a year, and Migrationsverket can revoke it.

Two years applies to one group only: people whose permanent permit came after a temporary permit for research, for research with long-term mobility, or for studies at doctoral level.

The reason the two-year figure circulates is not folklore. It is printed on Migrationsverket's own form, where the sentence you sign says the permit can be revoked if you do not resume residence in Sweden within two years of departure. That sentence sits in both the Swedish and the English version. It is not a safe harbour, and if your plans are longer than a year, ask Migrationsverket in writing about your specific permit rather than relying on a form's boilerplate.

Three notifications, and the deadline they share

Three authorities, three separate filings, and no one of them tells the others.

Migrationsverket takes the notification on paper: form 186011 in Swedish, 187011 in English, printed, signed and posted to Migrationsverket, 601 70 Norrköping, to arrive at least one week before you leave. A confirmation comes by email. If the trip is cancelled or changed, you have to tell them by the day you originally planned to leave.

Skatteverket takes the flyttanmälan at the latest one week before the move, through the e-service or on form SKV 7665, or SKV 7665b in English. You report a move abroad if you plan to live outside Sweden for a year or more.

Försäkringskassan you tell yourself, on Mina sidor or with form 5459. Every adult who moves files separately.

Karim has held a permanent residence permit since 2021 and takes a posting in Amman starting 1 October 2026. His permit did not follow a research or doctoral permit, so his ceiling is one year. He posts the notification on 18 September, twelve days before he flies on 30 September, files the flyttanmälan with Skatteverket the same day and reports the move to Försäkringskassan. He plans to be back and settled in Sweden by 25 September 2027. If the posting is extended into 2028, the permit can be revoked despite the notification, and the two-year sentence on the form will not change that.

Tax, insurance and the citizenship count

Leaving the population register does not end your Swedish tax story. If you are a Swedish citizen or have lived in Sweden for ten years or more, you have to prove that you no longer have close ties here, and that reversed burden of proof lasts five years from your date of departure. A tax return can still be due after the move.

Insurance splits into two different numbers, which are constantly merged into one. For being considered resident, the test is one year: someone who leaves is still regarded as resident here if the stay abroad can be assumed to last at most a year. For payment of residence-based benefits during a stay outside the EU, the EEA and Switzerland, the usual limit is six months, which is how Försäkringskassan words it for child allowance and parental benefit.

Then hemvist. Short trips for visits or holidays do not affect it. But if you were abroad for more than a total of six weeks in a year, the entire time outside Sweden is subtracted from the count, not only the excess. And if you move to another country and settle there, the period of habitual residence ends.

Coming back

To re-enter you need a valid passport and your residence permit card. The card is valid for the same period as the permit but at most three years, or five if it was issued before 2022 or you are a long-term resident of another EU country. An expired card is a travel problem even when the permit behind it is fine, so check its date before you book.

Your record does not vanish the day you leave. A person deregistered from the population register after moving abroad stays in SPAR, the state address register, for five years. Keep your address abroad current, because that is where letters about your own case will go.

What to file before you fly, and with whom
  1. Migrationsverket: form 186011/187011
Signed and posted; must arrive one week before you leave
  2. Skatteverket: flyttanmälan
E-service or SKV 7665, at the latest one week before the move
  3. Försäkringskassan: report on Mina sidor
Or form 5459; each adult who moves files separately
  4. Children: all guardians sign
Ask the kommun what applies to skolplikt while you are away
  5. Your bank, in writing
BankID belongs to the bank, not to Skatteverket
  6. Tax: check if you must still file
An inkomstdeklaration can be due after the move
  7. Payslips and permit decisions in one folder
You will need them if you apply again from abroad
  8. Address abroad kept current
SPAR purges the record five years after you move

What we do not know yet

The clearest gap is inside Migrationsverket's own paperwork. The page says one year, the form you sign says two, and both were current on 31 August 2026. We do not know which text an officer applies to a borderline case, and that is exactly the sort of question worth putting to the agency in writing, with your case number, before you go.

Two smaller ones. What counts as resuming residence in Sweden is not defined in days on the page, so a short visit inside the year is not obviously the same as moving back. And whether an extension of a time-limited permit can be filed from abroad is not stated either way; what is stated is that you need a valid permit to re-enter, which is the practical constraint whatever the paperwork allows.

Questions, answered

How long can I stay abroad with a Swedish permanent residence permit?

Up to one year, if you file a notification with Migrationsverket that you wish to keep the permit. Two years applies only where the permanent permit followed a permit for research, research with long-term mobility, or doctoral studies.

Which form keeps my permanent residence permit?

Form 186011 in Swedish, 187011 in English. Print it, sign it and post it to Migrationsverket, 601 70 Norrköping so that it arrives at least one week before you leave. A confirmation comes by email.

Why do people say two years?

Because that figure is printed in the signature clause of Migrationsverket's own notification form, in both language versions, while the agency's page says one year. Follow the page, and ask in writing about your own permit if your plans run longer.

Do I have to tell Skatteverket that I am moving abroad?

Yes, if you plan to live outside Sweden for a year or more. File the flyttanmälan through the e-service or on form SKV 7665, SKV 7665b in English, at the latest one week before the move.

Does time abroad affect my citizenship application?

Yes. Short visits and holidays do not, but more than six weeks abroad in total in a year means the entire time outside Sweden is subtracted from your period of habitual residence.

What happens if my time-limited permit expires while I am abroad?

You need a new permit before you can travel back, because a valid permit is required to enter Sweden. That can mean waiting abroad for the decision.
