Finding your first job in Sweden: the order that works
Register with Arbetsförmedlingen, join an a-kassa, send your diplomas to UHR, and learn which support your permit actually entitles you to. What the 1 October 2025 a-kassa rules changed.

You have a permit, an address and a personnummer on the way, and around eighty job adverts open in browser tabs. The applications are not the first thing. Four registrations are, and three of them run on their own clock while you write the first letter.
The first week, in order
Everything here runs on identification, so the bank comes first. Collect a BankID once the personnummer exists, because Arbetsförmedlingen, Skatteverket and every a-kassa assume you have one.
Then register as a jobseeker with Arbetsförmedlingen. The digital service is open every day from 07:00 to midnight and takes an e-legitimation. Without one, staff at Statens servicecenter can help you log in with a one-time code, which is worth knowing before you queue for anything else.
Join an a-kassa the same week. It is a separate organisation from Arbetsförmedlingen, it costs roughly 100 to 200 kr a month, and how long you have been a member decides your replacement rate: up to 80 per cent of your previous salary after twelve months of membership, up to 60 per cent at six to eleven months, and up to 50 per cent below that.
Send your diplomas to UHR. And enrol in SFI, the municipal Swedish course for adults, which is free; new rules for komvux i sfi took effect on 1 January 2026, including a three-year time limit, so ask the kommun what applies to you rather than assuming an open-ended course.

Which support your permit entitles you to
This is the question people get wrong, and it costs them months of waiting for a programme they were never eligible for.
Etableringsprogrammet, the introduction programme, is for people who recently received a residence permit as a refugee or a person in need of protection, or as a family member of one. You must have turned 20 but not 67. It runs for up to 24 months, and only within a 36-month period counted from when you received your personnummer.
If your permit came through work or study, that programme is not part of your route. You register as a jobseeker like everyone else, and your support is the action plan, the programmes Arbetsförmedlingen offers generally, and Platsbanken.

A-kassa, and what actually pays
Arbetsförmedlingen is a service, not money. It registers you, agrees a plan, and runs the job bank. The payment comes from somewhere else, and which somewhere depends on your route: an a-kassa for members who meet the income condition, and Försäkringskassan for those on the introduction programme.
The income condition is the part to plan around. Since 1 October 2025 it is 120 000 kr earned over the twelve months before you became unemployed, with at least 11 000 kr in each of four separate months. Benefit runs for between 66 and 300 days depending on your earnings pattern, capped at 27 200 kr a month before tax.
Amir lands in Gothenburg in February 2026 with a residence permit as the family member of a work permit holder, so no introduction programme. He registers with Arbetsförmedlingen on 2 March and joins an a-kassa the same week for 150 kr a month. He sends his engineering degree to UHR on 9 March, the file is complete on 20 March, and the statement arrives on 2 June. He starts a six-month contract on 1 September 2026 at 31 000 kr a month. When it ends on 28 February 2027 he has earned 186 000 kr in the preceding twelve months, with more than 11 000 kr in six of them, so the income condition is met, and twelve months of membership put him at the 80 per cent level.

Your diplomas, and the professions UHR cannot help with
UHR issues a statement (utlåtande) describing what your foreign higher education corresponds to in Sweden. It is free, and the average wait is about two to four months, counted from the day the file is complete rather than the day you sent the first document.
Send it early, and send it instead of an untranslated diploma. A Swedish recruiter who cannot read your certificate will not ring to ask.
Regulated professions are not UHR's job. Healthcare goes to Socialstyrelsen, teaching to Skolverket, driving instruction to Transportstyrelsen. If your profession needs a licence, start there and treat UHR as the wrong queue rather than a slow one.
The application pack, Swedish style
A Swedish application is short. One to two pages of CV, most recent job first, and one page of personal letter written for that particular advert. Two references with a name, a role and a phone number, or a line offering them on request.
Photographs and dates of birth are conventionally left off. That is custom rather than regulation, and it is worth following because it is what a recruiter here expects to see.
Write in Swedish unless the advert is in English. If your Swedish is not there yet, say so in one sentence and let the rest of the letter be about the work.

What we do not know yet
Two honest gaps. Whether membership months in an a-kassa can ever be counted backwards is not something the funds spell out on their public pages, so join now rather than reasoning about it later. And the exact placement rules and waiting times for SFI vary by kommun, on top of the national rules that changed on 1 January 2026.
There is also a limit to what any of this predicts. Registration, a statement from UHR and a good letter change your odds; they do not change the market. The people who get through the first year fastest tend to be the ones who treat the four registrations as a single afternoon's work and spend the rest of the time talking to people who do the job they want.
