A Swedish bank account without a personnummer: your right

Consumers legally resident in the EEA have a right to a payment account with basic functions, and lacking a personnummer is not in itself a reason to refuse. What the account must contain, why banks still say no, and the ten-banking-day deadline.

You landed three weeks ago, the employer needs an account number before the next payroll run, and the bank on Kungsgatan told you across the counter that they cannot help without a personnummer. That sentence is common, and as a blanket rule it is wrong. The right to a basic account does not run through the population register; it runs through residence in the EEA and a valid identity document.

The right, and exactly how far it goes

The right belongs to consumers, not companies, and it applies at banks that offer payment accounts to consumers at all. You have to be able to show that you live within the EEA.

It is a right to an account, not a right to a customer relationship. A bank can meet it and still say no to a credit card, an overdraft, a mortgage or a savings product, because those are separate decisions.

The price is not free of charge but it is limited: a basic account may only carry a reasonable fee. If the bank quotes you a monthly cost far above what it charges everyone else, that is a question worth asking in writing.

What basic functions must include

Svenska Bankföreningen lists the services the account has to carry: deposits and withdrawals, autogiro, a debit card without credit, and payments. Konsumenternas Bank- och finansbyrå describes the same package as opening, holding and closing the account, paying money in, taking cash out within the EEA, and payment transactions including direct debits, card payments and transfers.

That is enough to receive a salary, pay rent, buy food and set up autogiro for the phone bill. It is the machinery of ordinary life, which is exactly why the rule exists.

What the list does not include is a Swedish e-identification. BankID is issued by the bank on its own terms, and getting the account is the first step towards it rather than a guarantee of it. Ask the bank what it requires for BankID at the same meeting, so you only queue once.

Why banks say no, and which reasons are valid

Two grounds are legitimate. The first is money laundering: a bank may not open an account if doing so would conflict with the rules against money laundering and terrorist financing. The second is särskilda skäl, special reasons, such as the account having been used earlier for economic crime.

Svenska Bankföreningen puts the practical version plainly: if a valid identity document is missing, or the purpose of the account and how it will be used is unclear, banks are prevented by law from opening any account. Finansinspektionen adds the same first condition: refusal is allowed when the consumer's identity cannot be established.

So the two questions to prepare are the two the bank has to answer for itself. Who are you, in the form of an identity document the bank accepts, and what will the account be used for, in the form of a salary specification, an employment contract, an admission letter or a decision from Migrationsverket.

Lacking a personnummer is explicitly not a special reason on its own. If that is the reason you are given, that is the sentence to have in writing.

The ten banking days, and what to do with a no

A complete application has to be decided within ten banking days. The word doing the work is complete: an application waiting for a document you have not handed in has not started the clock.

A worked example. Yusuf hands in his application on Monday 14 September 2026 with his passport, his employment contract and a printed decision from Migrationsverket showing his permit. Nothing is missing, so the tenth banking day is Monday 28 September, and that is when he should have an answer. A public holiday in between moves the date, so count the banking days rather than the calendar ones.

If the answer is no, ask for it in writing with the reason stated. Then take it to the bank's klagomålsansvarig, the complaints officer every bank has to have, and if that leads nowhere, to Allmänna reklamationsnämnden. ARN's handling time is around six months at present, so send the complaint early and keep living with a plan B in the meantime.

Finansinspektionen supervises the banks and takes reports about how the rules are applied, though it does not decide your individual case. ARN and, ultimately, the district court do.

The samordningsnummer route

If you are not folkbokförd, Skatteverket can give you a samordningsnummer, an identity number for people who have not been registered in Sweden. You apply through Skatteverket's e-service and book a service office appointment so your identity can be checked in person.

The number comes with a marking of how well your identity is established: styrkt, sannolik or osäker. That marking matters, because a number registered as styrkt is worth more to a bank than one that is not.

A samordningsnummer is not a substitute for the right to an account, and it is not a promise that a bank will say yes. It is one more way of answering the identity question the bank is legally required to ask.

What we do not know yet

Which identity documents a particular bank accepts is not published in one place, and the banks differ. The law says the identity has to be established; it does not hand you a list, so call ahead and ask which documents that branch works with.

What a reasonable fee is for a basic account is also not a fixed figure. Compare the fees for banking services rather than assume, and put the question to the bank if a number looks out of line.

All the rules above were checked on 31 August 2026 against Konsumenternas Bank- och finansbyrå, Svenska Bankföreningen and Finansinspektionen. Read them again before you complain, because deadlines and complaint routes are the parts most likely to have moved.
