First month in Sweden: personnummer, ID-kort, BankID, bank
Folkbokföring, personnummer, ID-kort, BankID, bank account: five steps that each seem to require the previous one. Here is the order that works, and roughly how long it takes.

You have a residence permit card, a rental contract and a job that starts on Monday. What you do not have is a personnummer, so the bank will not open an account, and without an account no bank will issue you a BankID. Three offices, one workable order, and about ten weeks if you book on the right days.
Folkbokföring is the first door, and you open it in person
Folkbokföring is the population register. You belong in it if you intend to live in Sweden for at least one year. Below that, you do not register; you may instead need a samordningsnummer.
The application starts in Skatteverket’s Flytta till Sverige e-service, but it does not end there. You and every family member moving with you must go to a service office in person so your identity can be checked. Children come too.
Bring your passport with all the pages that carry information, your residence permit card from Migrationsverket if you are not an EU or EEA citizen, and the address where you actually live, including the apartment number. An EU or EEA citizen shows how they support themselves here instead: work, studies or their own means.
Skatteverket’s own figure is about five weeks from submission until the case reaches a case officer. That is the number to plan your first salary around, not the day of your visit.

Personnummer or samordningsnummer
A personnummer comes with folkbokföring. If you are registered here and do not already have one, you get one, and it stays yours.
A samordningsnummer is the number for people who are not registered here. You can apply for one yourself if you plan to stay for less than a year, and authorities, universities and employers can also request one for you. It comes in three identity levels — styrkt, sannolik and osäker — and after five years without use it can be made dormant.
The practical difference is what other organisations will do with it. Many services in Sweden are built around the personnummer, and a samordningsnummer, especially one that is not styrkt, is refused more often. If you are staying twelve months or more, do not settle for a samordningsnummer; register properly and the personnummer replaces it.

The ID-kort is the step people skip
A personnummer is a number in a register. It is not an identity document, and a Swedish counter clerk cannot verify you with it. That is what the ID-kort is for.
Skatteverket issues it. You must be registered here with a personnummer, be at least 13 years old, and have a guardian’s consent if you are under 18. The fee is 400 kr and is paid before the visit; the card is valid for five years.
You prove who you are with an approved identity document, with a residence permit card, or with an approved intygsgivare who vouches for you. An intygsgivare can be a spouse, an adult child, a parent, an adult sibling, a grandparent, or a cohabitant of at least six months.
Not every service office issues ID cards, and the booking runs through Statens servicecenter. Production takes about two weeks, longer if Skatteverket needs more from you. Book that appointment on the day your personnummer arrives.
BankID comes from a bank, not from the state
BankID is issued by banks to their own customers. There is no government office that hands it out, and no way to get one without a bank relationship first.
That is why the order matters. Personnummer, then ID-kort, then bank, then BankID. Reversing any two of those turns one visit into three.
Requirements differ between banks, and some accept a foreign passport for identification while others insist on a Swedish ID document. Ask the specific branch what it requires before you book, because the answer decides whether you need the ID-kort first.
The bank account, and a worked example
Consumers in the EU have a right to a payment account with basic functions, and a Swedish bank that refuses one has to give you a reason. Ask for that reason in writing, keep it, and check the current rules at Finansinspektionen (fi.se) before you argue with the branch.
Until the account exists, salary can still reach you. Tell your employer early that you have no account yet, so payroll can arrange another route rather than discovering the problem on payday.
Two habits save weeks here. Book every appointment the moment the previous step is finished, and keep the original letters from Skatteverket, because banks ask to see the personnummer in writing rather than take your word for the digits.

Daniyar lands at Arlanda on Monday 5 January 2026 with a two-year work permit and a residence permit card. He applies in the Flytta till Sverige e-service the same week, gets a service office appointment for 12 January, and counting Skatteverket’s five weeks his case reaches a case officer around 16 February.
He books the ID-kort appointment for 24 February and pays the 400 kr before he goes. The card is produced in about two weeks and reaches him in early March, so he books the bank for 12 March and opens the account and orders BankID at the same visit. Ten weeks from landing to a working BankID, and none of that time was spent waiting in the wrong queue.

What we do not know yet
Two things move and neither is published as a promise. Waiting times at Skatteverket are an average, not a queue number, and a case with a translation question or a missing address takes longer than five weeks. Read the figure on the Flytta till Sverige page on the day you apply.
The other is the banks. Identification requirements and the willingness to open a basic account for a newly arrived customer vary by bank and by branch, and no authority publishes a comparison. Call two banks before you pick one, and take the written refusal seriously enough to keep it.
