The citizenship language test: B1 reading & listening from 2027
What the law requires, which CEFR levels apply and how SFI grades can replace the test.
The law in force since 6 June 2026 requires Swedish at two levels: reading and listening at a functional level (roughly B1) and speaking and writing at a basic level (roughly A2).
The reading/listening test must be available by 1 October 2027. The speaking/writing parts come later — no date yet. UHR is developing the test.
You can also prove your Swedish with passing grades in certain courses, e.g. SFI course D or Swedish as a second language. The exact list is set by regulation.
Functional Swedish means everyday practical texts: a letter from Försäkringskassan, a preschool notice, a rental contract, an SL disruption. Those are exactly the texts we train with here.
